Community Consultation

Proposed Development at Land off Legge Lane, Hixon

Hixon Developments is bringing forward proposals for the development of land off Legge Lane,
on the northern edge of Hixon, Stafford.

We are seeking the views of local residents, businesses, community groups and other interested parties before the proposals are progressed further.

The site

Location

The proposed development site is located on the northern side of Hixon, close to the Co-op store and Millennium Green.

Part of the site is currently developed as a park home site and therefore comprises previously developed land. Redeveloping this land supports the national, local and neighbourhood planning principle of making best use of previously developed land as part of a “Brownfield First” approach.

The site is also well located in relation to existing homes and local facilities, with development already established to the south and a range of community facilities within walking distance.

Features

  • Has direct access to the existing highway network.
  • Is not located on land identified as being at risk of flooding.
  • Sustainable Drainage Systems (SuDS) will be achieved by attenuation basins with managed release into the wider drainage network.
  • Includes previously developed and lower-grade land.
  • Would avoid the loss of high-grade Best and Most Versatile agricultural land.

About us

Who are we?

Hixon Developments is an independent, local housebuilder. Unlike larger volume housebuilders, our independence gives us the flexibility to design and deliver developments that respond to the character and needs of individual communities.

For Hixon, this means we can:

  • Create bespoke homes and streets designed specifically for the village, rather than relying on a standard range of house types.
  • Provide a wider choice of homes, including bungalows and other housing types where there is local demand.
  • Take a flexible approach to delivery, allowing the development to come forward at a pace that responds to the needs of the community.

Our aim is to create a high-quality development that feels like a natural extension of Hixon and reflects its distinctive character. By placing people and communities at the heart of our decision-making processes, we create sustainable homes and vibrant communities that deliver lasting social value.

Our professional advisory team comprises:

Planning: J10 Planning
Design & Masterplanning: Parkinson Inc
Landscape: Square Yard
Transport & Highways: Axis
Drainage: Rappor
Biodiversity: Kingdom Ecology
Arboriculture: Treescapes
Archaeology: GHC
Agricultural: Land Research Associates
Air Quality: Redmore Environmental
Acoustics & Geotechnical: E3P

Our Vision

Our proposals

We are proposing a new development of up to 110 new homes, including affordable housing, alongside improvements to the site’s landscape, biodiversity and community infrastructure.

The proposals have been developed with the Hixon Neighbourhood Plan in mind and seek to create a distinctive, sustainable neighbourhood that helps meet local housing needs while providing new and enhanced spaces for the community.

The proposals would include:

Homes Stowe Fields 1

A range of homes

A mix of housing designed to respond to local needs, including affordable homes and to protect the residential amenity of existing residents along Greenfields by identifying this area as an opportunity for bungalows. Subject to discussions with Planners/Council members.

Green Spaces 1

New and enhanced green spaces

Public open space and quality greenspace, including a play area and natural play features, woodland edges and meadows.

Biodiversity

Biodiversity improvements

Retain existing features of ecological value, such as native trees and hedgerows, whilst introducing planting of new tree groups and hedgerows, new habitats, meadows and wetlands, and include measures designed to deliver a biodiversity net gain.

Transport

Better pedestrian connections

Safe pedestrian-priority points and improved connectivity to help residents access local facilities and move around Hixon more easily, whilst also providing a circular route of pathways and lanes that provide safe access to new landscape which is open for all.

Connections

Sustainable travel

Cycle storage, electric vehicle charging points and measures to encourage walking, cycling and other forms of sustainable transport.

Community 1

Community infrastructure

Contributions towards local community assets and infrastructure would be secured through the planning process, including appropriate Section 106 contributions.

Stowe Fields Drainage
Stowe Fields Drainage

Sustainable drainage

Sustainable drainage systems, including bioswales and basins designed to naturally manage surface water runoff, filter out pollutants, prevent flooding, recharge groundwater supplies and avoid off-site impacts.

Community 2

Highway improvements

Measures to promote safer movement and improve junction safety along Stowe Lane, Legge Lane and Lea Road.

Designed specifically for Hixon

We want the development to complement Hixon rather than simply add a standard housing estate to the village.

The design approach will focus on individual and distinctive homes, streets and green spaces that respond to the local environment and character.

The development could also be delivered in stages, helping to ensure that growth takes place at an appropriate scale and pace.

Environment and Sustainability

Supporting a sustainable future

Sustainability is an important part of the proposals.

We are working with Octopus Energy on an approach intended to provide new residents with zero energy bills for their first 10 years, subject to the final specification and terms of the offer.

The development will also incorporate measures to:

  • Encourage walking and cycling.
  • Provide electric vehicle charging infrastructure and cycle storage.
  • Manage surface water through sustainable drainage.
  • Protect and enhance existing habitats.
  • Create new planting, meadow and woodland-edge habitats.
  • Deliver biodiversity improvements.
  • Promote wildlife-friendly design, including through work with the Bat Conservation Trust.
